Abstract

The main objective of this paper is to analyze the licensing process implemented by the National Superintendence of University Higher Education of Peru, in order to identify its respective academic and administrative effects. This research demonstrates that the licensing process in Peruvian universities was not aimed at seeking the quality of university education, because this process was imposed and directed. The study process details how punitive regulations are imposed to close universities and sanction their authorities; and reasons for prohibition and cancellation of schools, faculties or postgraduate programs, among others, are established. Some universities are denied licenses and others that do not meet the same requirements are granted licenses, revealing a political bias and particular interests in the process. It is concluded that the Peruvian university licensing responded to a counter-reformist policy to prevent the advancement of freedoms, that, despite the lack of budget, the houses of higher education had positioned themselves in the national development, with their own creativity and leadership.
