In the Ecuadorian territory, at present, an administrative structure is maintained that allows it to audit, control and administer its state body; for which countless laws and regulations have been created that contribute to their purpose, the Organic Administrative Code arises with the purpose of monitoring and standardizing each administrative process that is born within that so-called public administration, its purpose has been to simplify and unify the procedures in the administrative headquarters, regulate the exercise of the administrative function of the organizations that make up the public sector and determine the execution of administrative acts, determining their competence. The present work deals with a theoretical study in this regard, for which a descriptive methodology with a qualitative approach, of cross-section, is used. To achieve the development of the study, the use of scientific research methods was undertaken: historical-logical, documentary review, analytical-synthetic. As a main result, it was possible to visualize the administrative principles that support the actions of public officials in their decisions and the development of the theoretical framework in this regard.
