The prosperous and sustainable development for which efforts are being made and which constitutes a deserved aspiration of the entire Cuban people cannot be achieved without local development strategies that take into account the characteristics of each territory. The objective of the present paper is to analyze the perspectives of local development of the Havana Province. An analysis of human development is carried out with a comprehensive look and then focus on the situation of Havana and its municipalities. In correspondence with the complexities of the province, aspects are raised to take into account in the establishment of the provincial local development strategy for which an agreement has been drawn up whose particularities are raised. The necessary preparation of the mayors and municipal governments is proposed to guarantee the change that makes the transformation feasible and the potential of the Province of Havana to advance in its development is shown with concrete examples that can be incorporated into a provincial and/or municipal development strategy with a view to the future. The municipalities of Guanabacoa, Habana Vieja, Plaza de la Revolución and Centro Habana stand out as those with the highest number od approved local development projects.
