In the state of Baja California Sur, alternative tourism is an opportunity for regional development due to the characteristics of the context, there are resources and characteristic attractions that are natural and have not yet been exploited, in contrast there is a lack of work, so The formation of an entrepreneurial culture is important, as well as the formation of an entrepreneurial profile in the inhabitants, specifically with reference to the community of El Triunfo, which accentuates this problem, and migration to other communities in search of employment is observed. The objective of the project is the proposal of a plan to promote the development of the entrepreneur profile and the development of culture with the vision of the participation of the inhabitants to strengthen the development of the region, as well as improve the incipient services and products. that today are offered in the locality. The character of the research is applied, a working method with a mixed approach where a descriptive documentary and field research is carried out, the information processing is carried out with the use of the Likert scale in order to know the frequency of behaviors and attitudes with respect to previously defined criteria, which denote skills to undertake business, this as a basic and essential element for subsequent analysis and decision making. The results obtained: Design of strategies and intervention plan to promote the formation of the business profile and culture that leads to regional development with the participation of the inhabitants.
