The research is carried out in the municipality of Caibarién, which has in the northern keys of Villa Clara province, one of the largest tourist poles in Cuba, motivated by the desire to offer the city as a cultural tourist option, but it lacks a patrimonial inventory of the historical and cultural resources existing in the city. This has a negative impact on the local development strategy. Therefore, the objective is: to apply a procedure to make an inventory of the patrimonial resources of the municipality of Caibarién, in order to promote the local economic development of the territory. A procedure is applied to elaborate the inventory of the historical-cultural resources of the territory, and various instruments such as questionnaires, interviews and an observation guide, as well as statistical methods for the processing of the information obtained from its application. It is determined that Caibarién treasures a rich heritage, which can be appreciated in its industrial, architectural and historical manifestations, as well as its artistic, musical, dance, handicraft, popular and traditional festivities. Based on the results of the diagnosis, a proposal of actions is elaborated to turn the historical and cultural heritage of the territory into tourist products suitable for its exploitation, in order to promote the local economic development, improving the economic level, the living and working conditions of the local population.
