Abstract

Aim:
To design a procedure for the evaluation of healthcare programs using a managing approach that contributes to the development of competencies and continuous improvement.
Methods:
The study relied on the quantitative and qualitative methodology. It comprised documentary analysis, work with scholars and approach groups, interviews, and the application of processed surveys through descriptive statistics. The study also used correlation of managing competencies. The adjusted SERVQUAL scale was used for quality analysis.
Main results:
The procedure included four stages: diagnostic of the program context and description; operational management in program implementation; management control through quality evaluation; and the development of organizational and managing competencies for operational management and management control functions. They included steps, objectives, techniques, sources of information, and methodological guidelines to generate solutions to continuous improvement of the program.
Conclusions:
The procedure designed constitutes a methodological tool for executives and researchers to achieve continuous improvement in program operation management and the development of organizational and managing competencies of human resources. The study strengthened the perspective based on the implementation of a healthcare program through quality performance variables as part of management control, including managing quality to enhance efficacy.
