Abstract

Aim:

To show the challenges of electronic government based on current digital government development, and the demands of public administration changes in Cuba. Methods and techniques: Empirical methods, observation techniques, and documentary review, along with interviews of IT staff, scholars, and public officials. Main results: The challenges of electronic government to make an effective digital government from a local perspective and to establish a data-centered government were determined.

Conclusions:

Although Cuba has capacities to face the challenges of a digital government, and transit from an electronic government to a data-centered government, there are still shortcomings and deficiencies that hinder the speed of this process. This paper shows some of the main challenges of the electronic government to meet that goal today.
