Abstract

Technological surveillance is a process based on systematization which includes management activities of technology, knowledge and information culture which allows the anticipation of the occurrence of risks and the efficient decision making that guarantees competitiveness in the university. This article is first focused to guarantee the conditions that can be considered as a starting point for a further creation of an informational functional space with a technology-centered surveillance approach for the university. The systematization of technological surveillance is raised from the key processes of research and postgraduate defined in the Cuban university. The relation between technology management activities, knowledge, informational culture and the operation of the studied processes is considered. From each of the operations, we can write a summary of the coverage of the information needs in the research and postgraduate operation processes in the information systems that exist in the university. For this purpose, the research and postgraduate site was created in a faculty with the use of social Web technologies and an exchange of knowledge in a competitive environment was created in its research community to make the development of research and postgraduate activities viable. The proposed site has certain risks in its current design which occurrence can be minimized with the implementation of an action plan that forms part of the proposal.
