Abstract

ARIZACA AVALOS, Américo; ARIZACA TORREBLANCA, Félix  and  HUISA MAMANI, Fidel. Impact of Royalty Transfers on the Human Development Index and Poverty in Peruvian Districts: Application of the Data Mining Technique. Estudios del Desarrollo Social [online]. 2020, vol.8, n.2  Epub Aug 10, 2020. ISSN 2308-0132.

Mining in Peru has received the attention of the last five governments, which have supported and protected investments in this sector with the aim of generating jobs, income for the country and the development of the areas influenced by the projects. Organizations and researchers in Latin America believe that such policies did not bring the expected benefits. In this article, we relate mining investments and exports, economic transfers for mining fees, royalties, and the right to operate to regional and local governments. The data mining technique and the K medias method were used to find an association between economic transfers, human development and poverty, using data belonging to official Peruvian state agencies. A significant association was found between exports with mining investments and economic transfers and a low association of investments with transfers. In addition, not all districts that received funds from mining were successful in reducing poverty.

Keywords : conglomerate analysis; local development; mining districts; mining investments.
