Abstract
LOPEZ GARCIA, Delia Luisa. Bureaucracy, Bureaucracy, and Leadership Policy in the Cuban Socialist Transition. Estudios del Desarrollo Social [online]. 2021, vol.9, n.2 Epub July 01, 2021. ISSN 2308-0132.
The article shows in a historical point of view the actions carried out by the revolutionary leadership since the dawn of the rebel triumph and the current years aimed at banishing bureaucracy, repressing bureaucracy -both inherited and even reborn- as well as undertaking a policy of socialist cadres. The author presents theoretical considerations on the bureaucratism-bureaucracy relationship referring especially to V.I. Lenin, who left numerous reflections on this problem and how to face it in the socialist transition. For the Cuban case, it uses the information on the subject included in the books Documents of the Cuban Revolution 1959 to 1969, especially the ideas and actions of Fidel Castro and Che Guevara to eradicate them and develop a socialist cadre policy. It moves forward in time in an attempt to outline the situation of confrontation with bureaucratism-bureaucracy and on the politics of cadres during the period 2011 and until the current 2021.
Keywords : bureaucratism; bureaucracy; capitalism; Cuban Revolution; socialist transition; cadre politics.
