Abstract

In the Cuban higher education, are recognized six significant moments in its development: the triumph of the Revolution (1959), the University Reform (1962), the creation of the Ministry of Higher Education (1976), Higher Education in the municipalities (2001), the Integration Process (2011) and the start of short-cycle programs (2018). The present work focuses its attention on the fourth moment, with the creation of the Municipal University Venues throughout the country. This experience, with eighteen years of generalization, has accumulated multiple conceptions and practices in all university processes and their management. It aims to present some reflections on how Higher Education in the municipalities has contributed to the development of the Cuban university. For the analysis, the systematization of the legal and organizational framework is taken as a reference from its implementation and development, the scientific results achieved in the 2006-2014 period and the transformation policies in higher education from 2003 to 2019.
