This article addresses the development of a management strategy related to science, research and technological innovation systems at the Cuban Institute of Radio and Television. The study takes as a precedent for the analysis the results of an initial diagnostic process in the entity, various documents concerning the plans, objectives and lines of action of the Ministry of Science, Technology and Environment of Cuba (CITMA), as well as the strategy carried out by the Department of Development, Investments, Science and Technology in 2008 as background. A qualitative methodology based on strategy design, brainstorming, semi-structured interviews and documentary bibliographic analysis on the subject at the national and international level is used. Research contributes to the planning and implementation of important strategies for the development of the Institute's systems, attending to R&D activities.
