Risk communication is not only a management procedure that belongs to the social communicators but it is also a larger process in which different factors intervene whose efforts have to be articulated according to what they want to achieve and in which, the subjects, their perceptions and behaviors constitute a central axis. In the context of emergency risk management and confronting disaster hazards, the workshops aimed at improving Cuba's early warning system, called "Fortalecimiento de los Sistemas de Alerta Temprana" (FORSAT), builds the capacity of each component within the system, and performs actions aimed in the national distribution of tools to train actors from the three regions (Western, Central and Eastern) of the country, thereby contributing to strengthening Cuba's early warning system, "Sistemas de Alerta Temprana" (SAT), by reducing disaster risk.
