Abstract

The culture of dialogue demanded by public policy making contributes to the formation of proactive, transparent and co-leading governance. This article approaches the analysis of public policies, from an emancipatory perspective, from the possibility of building new governance using the culture of debate as a fundamental spring to create links between the actors of civil society. Its objective is to analyze the fundamental features of public policies in constant interaction with the culture of debate, as technologies that, with proper use, guarantee other governance.
