Abstract

The research addresses Open Government is aiming to understand the evolution of the government-citizenship relationship in the current societies, also describes their principles of Collaboration, Participation and Transparency (the major goal). The research is considering four dimensions transparency verification: Access to Information, Accountability, Public Information and Open Data. Six international methodologies are examined for the development of an instrument for the heuristic evaluation over websites of the Cuban Public Administration. Sixteen Web sites from different ministries are evaluated. The general transparency index and the transparency index for each of them are obtained.
