The article exposes the results achieved in an investigative study aimed at substantiating the proposal of an educommunicative model aimed at promoting citizen participation in the exercise of the right to communication in Loja-Ecuador. It is based on the communication model for social change and Educommunication as a new transdisciplinary paradigm that contemplates knowledge as a procedural, transdisciplinary, interdiscursive and transversal whole within the framework of communicative management for the construction of open and dialogical communicative ecosystems. The regularities found in the diagnosis of the context, created the bases for the construction of the educommunicative model that will act in favor of citizen empowerment in the exercise of their rights to communication.
