The university that qualifies as innovative must be able to manage knowledge and promote innovation through interaction with the network of collective actors, contributing to the deployment of local, regional, sectoral and national innovation systems. What it is about then, is to find a solution and surely for many, in any context, it is to carry out an efficient management of Innovation to formulate alternative projects that can be implemented with economic, social, environmental and energy benefits, in the formulation of which universities can significantly impact local development. In the present work, it has been verified how the postgraduate activity is a key aspect for the direct solution of specific problems of the development of a municipality in the economic, social, energetic and environmental aspects, which is exemplified with the solution to 21 specific problems of a municipality. municipality achieved through the direct incorporation of specialists from that community into scientific work under the direction of highly trained specialists from universities linked to the territory.
