Resumen

The tourism culture in communities with potential for the progress of this activity is critical in developing countries. The aim of this research is to design an intervention program in the training of community actors for the development of tourism in the province of El Oro. The research is conducted in areas with tourism potential. The methodology used was the qualitative development and theoretical methods such as logical historical and synthetic analytical and empirical level, document analysis, expert criteria and Delphi method were used. The fundamental results were the detection of needs and educational elements that must be present in this document highlighting the invariants of content to impart. It concludes with the design of an intervention program in the training of community actors for the development of tourism in the province of El Oro.
