The present study is convenient, inexpensive and reliable to monitor and improve the Tobacco Prevention and Control Program. It is a form of scientifically documented information for the decision making of publich health managers. It is an observational, descriptive, cross-sectional study with added data from temporary series, whose chief objective is to describe the consumption of cigarettes and cigars in 2005 and its connection with different economic and social aspects The series of per capita consumption of the Cuban population aged 15 and over, the forms of commercialization, the average price, the elasticity of the demand, the price/consumption ratio, as well as the factors associated with the changes produced, were analyzed. The main results were: elevated consumption, although in 2005 there was a decrease of 2.73 % in the cigarettes and of 3.77 % in the cigars, compared to 2004; the first drop of the average price; and the reduction of the sale in Cuban convertible pesos on the free market. It is concluded that the discreet decrease observed in the consumption of cigarettes is the result of social and economic factors that are not directly related to the policy and strategy of tobacco prevention and control, and that the reduction of the average price of cigarettes is an argument that shows the incoherence among the actions directed to diminish smoking.
