Universities currently fulfill the function and commitment to support society in the development of entrepreneurship, aiming to generate administrative empowerment through technically designed business plans to improve the productivity and competitiveness of actors and organizations of popular and solidarity economy. The study method applied in the research was qualitative and quantitative that allowed through bibliographic sources to analyze a population of 32 participants acts for the project of the MIES Youth Impulse Direction, the research allowed the university UNIANDES-Quevedo to develop business plans in different cities of the country, contribution through the project of linkage with society in the generation of new ventures with positive impact.
