The report aims at approaching the issue of planning technological innovation and R and D activity in University's Research Centers (URC). Given the current schemes for science management and the updating of Cuban socioeconomic model, some policies to facilitate the social object of these institutions are proposed. It also exposes the transfer of technologies for managing institutional processes from URC with higher experience, training leaders, and researchers in R and D planning; joint management of planning and marketing processes and reforms in the system of financing and planning, are the main policies to be proposed for effective, efficient and sustainable management of planning STI processes in University's research centers. The use of marketing as a tool can facilitate the development of these policies.
