Abstract

This paper presents the project «Measures to improve the management of local development of villages, towns, and municipalities located in the province of Cienfuegos», conceived at the University of Cienfuegos as part of the National Program for Local Development. It suggests a methodology combining futures studies and statistical tools for assessing key variables through their indicators according to economic, social, and environmental aspects of sustainable development. This methodology was used in the Guamuhaya Mountains (Cienfuegos), and can be also used in other Cuban mountain ecosystems. Such methods as expert evaluation, structural analysis, and statistical modeling were used to identify and assess 10 key factors, 37 indicators, and 16 key variables which can be also used in other studies of these Mountains in tune with the 2030 Agenda for Sustainable Development and Sustainable Development Goals.
