The link between the university and its socioeconomic environment constitutes an alternative that allows it to be situated within the social role that corresponds to it in contemporary society. This article studies the impact of the relationship between the university and business and government in the creation of capabilities, the transfer of knowledge, technologies and the generation of innovation. This contributes to increased competitiveness and economic development, and is supported by the results of R&D activities. Panama's national science, technology and innovation system is studied and the articulation of this relationship at the University of Panama is analyzed as part of the development processes of the linkage activity. Finally, different models that establish this linkage are presented as theoretical support for the proposal.
