The life of man is surrounded by spectacular technological advances derived mostly from Industry 4.0; They have fostered multiple transformations demanding a process of adaptation to the conditions they impose, and for this, they have required the involvement of underdeveloped countries in the participation and management for their global reproduction, with which most of the structural problems have not been resolved that these economies have, are only perpetuated and reproduced. Faced with this situation, Latin America has the great task of reorienting, from a critical vision, the objectives of science, technology and innovation policies to promote and develop STI projects that promote social inclusion and sustainable development in the region.

Keywords : technology gap; globalization; policies for science; technology and innovation.
