Abstract

An aspect consubstantial to the process of upgrade of the economic pattern is verified in Cuba, it has constituted it the definition of important group of political sectoral, which have given answer to the demands that emanate of the Economic and Social Politics's Limits approved during the celebration of the VI of the Communist Party of Cuba (PCC) and that they were upgraded in the VII Congress of the PCC. Also like part of this process has been verified the improvement of the public administration in whose context the transformations carried out in the institutional environment and the experiment that it makes in the counties of Artemisa and Mayabeque stands out. In correspondence with this logic politicians stand out orchestrated in the external sector, which represents a sector of marked strategic importance for the economy of the Island, due among other reasons, for their growing incidence in the reproductive dynamics of the economy, as well as to lead in the organizational order the insert conditions in the international economy.
