Abstract

As part of the changes in Cuba, the issues related to local development are a requirement which derives in the analysis of the municipality as the environment where the necessary auto transformative proposals must be generated in order to develop itself and the State in general. Given the current situation, solve specific problems of the population, became an ethical and political commitment of the Government at each levels. One of the challenges in terms of local development in Cuba is to articulate in a synchronized manner the state and local interests, making compatible the competences of the national, provincial and municipal structures. The understanding of local development as municipalism has meant turning the gaze towards the primary level of organization of most of the States. The paper collects a proposal of foundations for the improvement of the legal regime of the local administration in Cuba.
