The theoretical premises embodied in this article go through the integral vision of the environment, it detainsin the urban environment and the relationship with the public administration; especially, the impact of knowledge of the origin and development of environmental problems with a holistic approach, as an indispensable part for achievement of greater efficiency in the design of public policies, in the context of the complex relationships between society and nature that takes place in the diverse territories with the aim of achieving sustainable development.
