Abstract

The municipality constitutes the space in which a person habitually develops, it is the political-territorial instance closest to the citizen, which turns the municipal authorities into an immediate receiver of the economic-social situation and, therefore, the most suitable center to emit the lines of work in order to reach increasing levels of spiritual and material well-being of a community. The Cuban Constitution of 2019 established new guidelines for the municipality, based on the principle of autonomy. The work gathers an analysis of local public policies as an instrument of the government's work for the satisfaction of local needs.
