The present work goes over the role of science and technology in developing countries. A study is carried out regarding urban flooding in Western Guatemala. Likewise, the paper debates on the importance of generating development policies that take communities into account, and analyzes the role of the public university in the development of science and technology policies, not only for the university, but also for the country's development. The studied topics confirm that the learning of science and technology requires as much attention as its realization.
