Abstract

CABALLERO MERLO, Javier Numan  and  ALMADA, Clara. Guidelines and Programs for Paraguay's Scientific Policy as from CONACYT.: Its Agreement, and Disagreements, with Praxis from Universities. Processes, Data and Contributions. Rev. Cubana Edu. Superior [online]. 2015, vol.34, n.1, pp. 157-184. ISSN 0257-4314.

The research work critically synthetizes the main guidelines and programs of the country's scientific policy as from the Consejo Nacional de Ciencia y Tecnología (CONACYT), and at the same time it performs a diagnostic of its orientation (theory and action), and its situation (type and level of institutional development). Likewise, it examines the participation of human and social sciences within its programs and strategies, linked, or not, to its agendas, and/or policies, as a development indicator of human and social sciences in the country, and its moda-lity. Such proposal articulates two research lines, that are generated and developed, as from our professional university practice, with the creation of spaces for reflection: the development of science knowledge in the country and its conditions, as well as the human and social sciences'.

Keywords : social sciences; State; university.
