The economic success of a country also depends on the scientific-technological development and its financial assurance; the individuals´ creativity, most of all, to generate, disseminate and apply new knowledge, a process in which the higher education participates. Thus, the emphasis on the triad: science-technology-innovation (STI) and its financing in the industrialized countries, which still poses a challenge for the developing countries. In this sense, the issue is to link STI to the social and economic developing programs, to identify the priorities, the financial sources, to access them and direct those resources towards the social and economic goals that produce higher profits. Therefore, this article is aimed at identifying the link´s irregularities: financing, science-technology-innovation and higher education, which might support the launching and consolidation in the developing countries.
