Higher education is considered a key element in every knowledge based society. The role of the internationalization of higher education is highlighted, in the pursuit of sustainable and inclusive development. The Ministry of Higher Education of Cuba and its institutions have a long tradition of international collaboration and cooperation. Its internationalization strategy is focused on the interests of the country and its universities communities. The research presented addresses the issue of international cooperation, as a part of the internationalization strategy, and the type of cooperation that is required. Through the method of micro and macro evaluations, the study provides evidence that supports the existence of a own regulatory scheme that includes systematic monitoring of executory and its impacts strengthening institutional and professional competences, and the human, economic and social development of the country.
