Abstract

The present paper constituted an operational field investigations incuded in the studies about the development of the Health Local System (HLS) aimed at determining the competence of a group of base leaders from the People's Power Governamental Bodies of "Los Olmos" People's Council in the municipality of Santiago de Cuba, where the following instruments of the epidemiological practice were applied: documental revien, surveys, interviews, group debated, etc. This study showed that the most important limitations resulted from the need to define and direct health care with an epidemiological approach integratinf the socia, biomedical and psychological approachm integrating the social, biomedical anf psychological aspects. The social problems were identified as a source of health disorders in the community, but the social actors are not trained anough to take actions to modify this situation. the community is also ignores as a source for solving its own health problems. The main obstacle found was the lack of political will of some leaders from the People's Power Governamental Bodies, who in spite of having the adequate knowledge hinder the attainment of intersectoriality, multisectoriality, an multidiscipline so necessary to improved the efficacy, efficiency and effectiveness fo the local health systems.
