This paper explains the strategic character of the health care planning and the tactical character of the health care service planning. It emphasizes that both aspect should be based on the social needs to be met and on the real possibilities for meeting them. Attention is paid to the characteristics that a manager of an institution should have. It shows the main management techniques related to the strategic planning. It underlines the fact that every general decision has an ethical and social impact that affects other persons and entities in different ways and they are subjected to ethical judgements, often creating dilemmas that fall into the field of moral consciousness. It is recommended to analyze every decision with a triple approach: economic, social and ethical. Also, the paper makes emphasis on the timely and effective measurement of the level of satisfaction of external and internal users, clarifying that the right of the persons and the community to participate in the problems affecting them should be recognized and that the health problem is one of the most important and is a must for a manager of excellence. Finally, it explains how the family physician must perform his/her managing functions with the same quality as the Comprehensive Family Medicine experts and that the causal analysis of deficiencies should take into account not only shortage of material resources but also the capacity or lack of capacity of the manager to act as the real leader of his/her institution.
