An analytical study of the fundamental strategy of the national health system in connection with the risk approach to establish preventive intervention measures modifying it was conducted. A group method, opposing the present one that is being applied at the PHC, was exposed. The new one suggest the use of the risk measurement by applying relative risk, attributable risk and etiological factor by non-communicable pathology, seeking the risk factor that should be prioritized to modify, prevent or reduce the damage. This method was applied to ischemic heart disease at the family physician's office number 30 of "Antonio Maceo" Polyclinic, Cerro municipality. It was proved that smoking affects 30.4 % of the population . However, sedentarism is the factor presenting the highest association and impact as regards the appearance of new cases of schemic heart diseases, and it also has the greatest responsibility in the current prevalence of this disease in relation to other risks. Since there are 2 alternatives, economic evaluation techniques are applied by using cost-benefit and cost-effect to validate the new strategy on presenting lower cost-effect and higher benefits.
