Introduction: the success empowerment as a key strategy to achieve the sexual health, depends very much of the ability of health researchers and promoters in such area, to develop interventions strictly based on theoretical-methodological principles. Objective: present paper was aimed to identification of the main theoretical contents having the interventions directed to sexual health empowerment of social staff linked to preschool boys/girls. Methods: a phenomenographic study was conducted with 14 sexual health experts selected by intentional sampling, divided into 2 groups. Techniques used were: nominal group, participant observation and non-participant observation. Results: there was a consensus on the identification of 8 analysis axes to work in intrapersonal and interpersonal and behavioral dimensions of the empowerment, and the systematization of the contents from each of them.
