Abstract

Some ideas and references at the international level about the university regulation mechanisms and the need of implementing them at the higher education centers were dealt with. Higher education presently represents a strategic and definitive point to support the changes taking place in today´s society. Latin America faces great inequalities that are more evident in the fields of health care and education and worsened by the neoliberal globalization policy. The Latin-American countries have repeatedly attempted to set mechanisms that would assure a permanent improvement in the university quality but Cuba is the only exception at present since it has implemented a process of educational universalization. For both Latin-American countries and Cuba, the present challenge is to find out effective and efficient mechanisms of university process evaluation.
