Abstract

Even though there are several models of health care systems, and that in the health care field, multiple elements may play a role, the participation of the State, to a certain extent, is always manifest. Up-to-date, health care is considered a right of every citizen, a right that the State can organize and guarantee, must organize and guarantee. In front of a situation of economical depression, but interested in applying a new sanitary policy to achieve the "Health for all" many countries make adjustments of their sanitary policies and search eagerly for the mechanisms that could incorporate the new conception of public health, decrease the health care costs, and face the epidemiological transition.
