Public health in Latin America, and specially in Cuba, is developing a new trend as regards the training of human resources aimed at modifying the traditional educative practices and at transforming health practice in services. The objective of this paper is to analyze the situation that in a local health system (LHS) has had the integration of this proposal based on the intrrelationship between the health diagno-sis and the educative diagnosis, which represent stages of the global process for solving the community problems. The active participants in this process are the pysicians and health workers on one hand, and the population and its political and mass organizations on the other hand.
