Background: previous papers evaluated the impact of research works at municipal level and demonstrated that this effect was not enough. Objective: to examine the main factors that may have an effect in the development of scientific research works that are carried out in two municipalities of City of Havana province. Methods: a survey was administered to nearly 200 health care professionals from “Cerro” and “10 de Octubre” municipalities. The level of influence of key personalities, documents and mechanisms on the development of research works in the territories, and the level of agreement with a number of statements that deal with several problems in research and with scientific results reliability were estimated. This method allowed determining scores for each element in a 0-1 scale. Zero (0) represented minimum influence or agreement whereas 1 was the highest influence or agreement. Results: medical Teaching Vice-directors in polyclinics were the most influential key personalities with a 0.8 score. The Health Situation Analysis as document and mechanism achieved a high score. CITMA regulations and resolutions had the lowest scores as influential documents. The quality of patient care was one of the statements with higher score as to the influence of research on health policies. The statements about the adequate dissemination of research work results, good motivation of health professionals at municipal level to carry them out and time spent by decision-makers with researchers reached no agreement. The statement on the interest of researchers in the implementation of results showed the highest agreement score. The vast majority of surveyed professionals agreed with the statement that results are reliable when a research work is performed following rigorous scientific methods. Conclusions: the results of this paper are aimed at approaching some of the difficulties and opinions that seem to be present in relation to good performance of scientific research works and their reliability at the studied municipalities
