strategic and technological change in society; and to permanently improve the quality and relevancy of the training of human resources; it is indispensable a more appropriate management of the competences of the individuals and, among them, of the information competences. To this end, it is necessary to assess, develop and certify them. The stages of the information competence management are briefly exposed in a theoretical way.
