Human development is the process of spreading options for people that increases their functions and capacities. It is also a process and a result, because it is about the development of people for people and by people. But this spreading process of human options needs, as much as possible, of the competition of the different sectors of the society with the purpose of elevating the level of quality of life by the invigoration of their capacities and the opening of opportunities. In this direction, the University of Pinar del Río leads a project supported by the Fund of the United Nations for the Development (UNDP) for human local development. The main objectives of the project, used technologies and results are exposed as well as the management of the processed and supplied information, the main services of information offered at the website, its infrastructure, etc. In brief, a description of the virtual community responding to the interests of the specialists is carried out. The main results of the project are the creation of a virtual resource center to manage and to share outstanding contents on the topic and of a website of national interest about human local development in Cuba.
