Increasingly, higher education institutions in Cuba use information and communications technology in their educational processes. Among them are the Virtual Health University, the Informatics Science University, Las Villas Central University, the Agrarian University of Havana, Havana University and others, who have opted for the use of Learning Object technology to achieve reusability, accessibility, durability and interoperability in the resources education. The objective of this research is to develop a work environment called AT-CRODA contributing to the collaborative creation of Learning Objects. AT-CRODA is characterized by the development of knowledge management, the use of Web 2.0 tools, and the use of mind and concept maps and the use of a web authoring tool. The environment was evaluated from an expert Delphi method and obtained the result of "very adequate". The use of this work environment in higher education institutions promote collaborative creation of reusable, accessible, durable and interoperable resources, thus contributing to the quality of teaching-learning process.
