The quick scientific-technical development of contemporaneous times, and the commitment of the professional training of the human capital in the health sector, are necessarily united to the daily contribution of the individual, institutional and territorial scientific tasks; part of which is carried out through the emission of the certificate from the Scientific Council, which is the advisory entity of the direction in each institution, legally authorized for this. The practice of elaborating a certificate of the Scientific Council still requires improvement, since inadequacies are still manifested in its whole quality, what limits its scientific consistency to countersign the evaluation object. In such situation, the present work was carried out with the purpose of providing tools able to increase the excellence and rigor in the making of this document, for which the most polemic and controvertible aspects were approached in its elaboration, with particularity in those matters of greater demand. Also, the importance of the individuality, the scientific argument and the authenticity of a certificate from the Scientific Council are highlighted, and recommendations and observations on the topic are exposed, which can clarify doubts and contribute to unify the methodology in its elaboration
