Abstract

Due to the progress achieved by various Cuban National Health System institutions in the field of scientific research, there is a need for surveillance and control of compliance with ethical principles in the development and implementation of projects. This is the main responsibility of health research ethics committees. The objective of this paper is to present a proposal of Internal Regulations for the Health Research Ethics Committee at the National Institute of Hygiene, Epidemiology and Microbiology. A description is provided of its structure and the stages completed during its preparation. A discussion is included about the importance of internal regulations as an instrument useful to foster best performance by committee members and enhance the ethical and scientific rigor of projects, in order for biomedical, epidemiological and psychosocial research to ensure wellbeing and respect for the rights of participants.
