Multiple worldwide experiences exist involving the instruction of executives, but the characteristics of Cuban context differ from the rest of the world, consequently a new proposal of instruction was structured. Objective: to structure an integrated strategy to the instruction of Public Health Executives. Material and method: an investigation-action was carried out at "Carlos Castellano Blanco" residential home for the elderly, Pinar del Rio. The target group of study included the total of directives, reserve team and potential leaders of the institution; designing two stages for the study: a theoretical stage which comprised a documentary review about the topic, concepts and general ideas with respect to Permanent Education, the second one included the intervention-action. Results: 100% of the directives considered that among the five basic competences, which should characterize every executive to achieve a successful performance, were: communication, team-work, motivation and decision making; 26,3% did not list leadership; the same happened with negotiation (79%), along with 35,9% who did not consider dealing with the problems of others. Conclusions: the proposal should be extended to other contexts, previous consent of the general managers to introduce changes into the organization in order to have it making a whole.
