In México irrigation is made in 6,5 million hectares with hydrological infrastructure, which is needed in 66% of Mexican territory having an arid climate. Frequent droughts together with the water delivery commitment from the bilateral 1944 Treaty between Mexico and United States of America, the Mexican Government was enforced to support modernization and technified irrigation, to improve crop productivity and save water. The use of technical, social and economical indicators helped to identify producers perception and participation in the decision-making process, and appropriation of the new technology in irrigation systems. There are differences between small holders and large landowners but above all differences in irrigation systems.
