Abstract

The high frequency of tropical storms in Cuba has made Cuban people to follow informations released by the forecast department of the Instituto de Meteorología(Meteorological Institute) together with instructions emitted by the Estado Mayor Nacional de Defensa Civil (Civil Defense National Headquarters), with the purpose of planning relevant protection measures aimmed at disaster mitigation. These informations deal mainly with wind intensity among others but very little is said about rainfall amounts and their consequent flooding danger. The authors of this paper are herein presenting, as a first part, a very short synthesis of the state of the art situation of this important subject. The subject will be treated subsequently in the second part.
