Abstract

The Instruction I of the President of the Council of the State and the Council of Ministers is aimed to establish the procedure to develop the process of the government planning, allowing fulfilling the agreements and resolutions approved in the VI Congress of the Communist Party of Cuba, the decisions of the National Assembly of Popular Power and the Council of Ministers, and updating the plans of the economy. The aim of the current work is analyzing the Instruction I implementation in the University of Medical Sciences of Matanzas. To carry out this research, several methods, techniques and tools were used; among them, theoretical methods as analysis, synthesis, induction and generalization, and empirical methods as observation, documental reviewing and working in groups through brain storms, DAFO matrix and modeling.  For the primary data collecti0n, the total of the members (17) of the Direction Council were taken and a randomized sample composed by 26 professors, methodologists and technicians.  As main outcomes we got a diagnosis of the most frequent difficulties this institution has in the implementation of planning as part of the university managing, and the authors proposed a plan of actions to achieve a continuous improvement in the fulfillment of the given instruction.
