The management of quality in university processes demands several aspects that require a certain level of consensus. Consensual determination of strategic aspects such as mission, vision, and shared values is a problem. The paper describes a procedure based on the automation of the Delphi method, which combines aspects of management by processes, as well as the experience in normative and planning matters, existing at the University of Holguin. For the development of the procedure, prospective consensus techniques are combined with methods of strategic process management and automation resources.
